It is named after a steam shuttle train that once carried passengers between Sutton-in-Ashfield town centre (High Pavement I believe), and the main passenger train line at Sutton Junction (this line is now known as the Robin Hood Line and travels between Nottingham and Worksop). These were both operated by the then Midland Railway. The word 'Emma' comes from the lettering on the steam locomotive that provided service on this short line (EMMA). The word 'Penny' comes from the fare as it cost 1 old penny to use this service, so the shuttle train became commonly known as the 'Penny Emma'.
Although I am not 100% sure but I suspect that the current 'Penny Emma Way' road was once the route of the Penny Emma train shuttle, or that the Penny Emma train route crossed maybe a lane or track that is now the Penny Emma Way road at some point along it.
